ANC and DNIC explain ANC's role and telecom infrastructure issues to the public

Bobonaro, 9 September 2025 – ANC and the National Directorate of Infrastructure and Communications (DNIC) held an awareness session on ANC's role and telecom infrastructure issues at the Maria Tapo Hall, Bobonaro Municipality.
The main aim was to explain how ANC regulates and supervises operators and telecom infrastructure in Timor-Leste, to present the IX Constitutional Government's programme for the Ministry of Transport and Communications, to encourage the public to take part in building telecom infrastructure, and to raise consumer knowledge through digital literacy, including their rights and duties.

The Government wants a connected, innovative and inclusive digital government in a telecom sector that changes very quickly. ANC's role as regulator is not only to keep the telecom market transparent, but also to help growth, encourage innovation, protect consumer rights and make sure nobody is left behind in the digital change.

Acting ANC President Ms Georgina Emília da Silva Garcia said: "It is an honour for ANC to welcome you to this very important session. We reaffirm our commitment to build a modern telecom network that connects all Timorese with each other and with the world. Today is a chance for ANC and DNIC to share important information about ANC's role and duties as telecom regulator, and about the quality and accessibility of telecom services."

The session was opened and closed by the DNIC Director, Mr Ambrósio de Amaral, with the President of the Bobonaro Municipal Authority, Mr Paulo Moniz Maia, and the Acting ANC President, Ms Georgina Emília da Silva Garcia.

ANC has already held these sessions in the municipalities of Manufahi, Ainaro, Lautém (Los Palos), Baucau, Viqueque, Ermera and Manatuto.

Participants included the President of the Bobonaro Municipal Authority, Mr Paulo Moniz Maia, post administrators, young people, civil society, PNTL, secondary-school students, municipal staff, MTC staff and representatives of the operators Timor Telecom, Telkomcel and Telemor.
