Cambodia, 20 January 2025 – The Technical Administrator of the ANC Board, Mr Novelino dos Santos, went with the Minister of Transport and Communications, Eng. Miguel Marques Gonçalves Manetelu, to the signing of a "Memorandum of Understanding on Cooperation in Postal Services, Information and Communication Technology and Digital Transformation"
The MoU aims to promote cooperation, technical development and human-resource development between the two countries in these sectors:
1. Postal services
2. Information and communication technology
3. Digital transformation.
This cooperation is an important step: Cambodia's MPTC, as the Cambodian Government's implementing agency, will help the Government of Timor-Leste set up a document-verification platform, verify.gov.tl.
verify.gov.kh is the official government platform developed by MPTC. It is designed to stop fake documents, make things easier for users and check that documents are genuine.
verify.gov.kh has been recognised four times worldwide as Digital Public Infrastructure (DPI). International bodies, including the United Nations Development Programme (UNDP), the World Bank, the Co-Develop Fund and the Digital Public Goods Alliance, have encouraged other countries to adopt it to make public services more efficient and transparent.
This recognition makes the platform more attractive to other countries, and MPTC will work with interested countries to help them set up verify.gov.
The platform also builds trust, saves time, cuts costs and brings digital transformation in line with international good practice. Documents are checked through standard QR codes, and blockchain technology gives each document strong security.
Also, documents with a standard QR code no longer need certified paper copies.
The delegation with the Minister included: MTC Chief of Staff Mr José da Costa; Director-General of Transport and Communications Mr Constantino Pereira Soares; Head of the Office for Policy, Planning and Cooperation Mr Fernando da Cruz; National Director of Infrastructure and Communications Eng. Ambrósio Amaral; Legal Adviser Dr Eusébio Guterres; Executive Secretary Mr Adeodato Caetano de Jesus; technical professional Mr Feliciano dos Santos; TIC Timor Director of Information Systems and Applications Mr Justo Fernandes; and ANC Technical Adviser Mr João Olívio.
