ANC vacancy – Non-Executive Director (unpaid)
The Minister of Transport and Communications wishes to appoint a member of the Board of Directors of the Autoridade Nacional de Comunicações (ANC) — Non-Executive Director for
Sector Development — to replace a member whose term has ended.
ANC is the communications regulator and competition authority for the communications industry in Timor-Leste, responsible for telecommunications, radio, television and Internet services. This notice invites applications from people who can bring these qualities to ANC:
1. A very good understanding of technology trends in the telecom sector and regulatory challenges;
2. An understanding of the role of ANC and the telecom sector in national development, including the needs of consumers and citizens of Timor-Leste;
Besides the two qualities above, applicants must also meet the criteria in Article 7 of Decree-Law No. 15/2012 on the Regulation of the Telecommunications Sector, as follows:
3. The person appointed must have integrity, independence of mind and a good reputation, and deep knowledge or experience in telecommunications, business, economics, law or management;
4. The candidate must NOT be a person with any of the following conditions, situations or characteristics:
a. Has, or in the last two years had, any financial or other interest, direct or indirect, in any telecom operator;
b. Is a member, or a current candidate for election, of the National Parliament or a local government body;
c. Holds, or is a current candidate for, a post in a registered political party;
d. Is legally incapable or not legally responsible, as defined by law;
e. Has been convicted of any crime committed in public office or of an offence against property in any country;
f. Is, or at any time in the last three years was, bankrupt or insolvent in any country;
g. Is a public servant; or
h. Is a parent, child, sibling or spouse of a person described in points a), b) or c) above.
